Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Adds the [effort=...] lane-value contract with isc show/doctor support (bash+dash, 62 smoke assertions), upgrades configure-models with effort and routing question groups and trigger modes, and lands the policy set: mandatory per-lane worktrees (atomic git worktree add -b), done-means-merged-and-deployed with truthful intermediate states, vertical-slice and cheapest-capable-first rules, per-item progress lines, liveness-based stall polling, and facet-panel review economics applied to implement-issues, pr-and-merge, and commit-and-push. Verified by requirements-check and cross-family adversarial review; all findings adjudicated and fixed.
