Delete branch "feat/effort-config-review-economics"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Adds the [effort=...] lane-value contract with isc show/doctor support (bash+dash, 56 smoke assertions), a new configure-models questionnaire skill (models, per-lane effort, engine routing; first-run/post-update/on-demand modes), and the policy set: mandatory per-lane worktrees (atomic git worktree add -b), done-means-merged-and-deployed with truthful intermediate states, explicit background-durability rule with resume-on-restart, vertical-slice and cheapest-capable-first + lowest-effort routing, per-item progress lines, liveness-based stall polling, and facet-panel review economics in implement-issues, pr-and-merge, and commit-and-push. Includes the interleaved reviewer-blindness prose from the parallel review-discipline workstream (same files); plugin.json version bump and work-item-contract.md deliberately left to that workstream. Verified by requirements-check and cross-family adversarial review; all findings adjudicated and fixed.
